National Programme Officer for the Embassy of Switzerland

The National Programme Officer will contribute to the appraisal and monitoring of support measures implemented under the Second Swiss Contribution in the Czech Republic. The National Programme Officer will report to the Head of the Swiss Contribution Office at the Embassy of Switzerland in Prague and will liaise closely with various Czech and Swiss partners to:
- Ensure the relevance and effectiveness of the four programmes (biodiversity & sustainable tourism; homecare; integration of migrants and scientific cooperation)
- Control the efficiency, quality, and compliance of implementation with applicable rules
- Support evaluation, learning, and systemic integration of experience and innovations
- Promote regular news and information to the public as well as to interested circles
- Contribute to the strategic direction of the Second Swiss Contribution in the Czech Republic;
- Monitor and oversee the implementation of the four programmes from both an operational and financial perspective;
- Liaise and coordinate with the responsible Czech and Swiss institutions, as well as other involved organisations and partners;
- Follow call for proposal and public procurement procedures;
- Contribute to the methodology and the organisation of programme reviews and evaluations;
- Engage in a range of communication and media work
- Assist in the identification and appraisal of support measures (programmes) for potential future Swiss contributions;
- Act as the deputy of the Head of the Swiss Contribution Office in his absence;
- Ensure administrative support, such as event organisation or mission planning;
- Perform other tasks, as required.
Požadujeme:
- Minimum 6 years of experience in programme / project management, including financial aspects; experience in the context of EU structural aid/cohesion programmes beneficial
- University degree preferably in social or political sciences, economics, law, communication or related fields
- Profound knowledge of the public sector and the political and economic context of the Czech Republic
- Experience in two or more of the following fields is an advantage: environmental protection, health policy, migration policy and science cooperation
- Experience and skills in communication work, including social media
- Knowledge of public tendering procedures and contract management
- Fluency in English and Czech; knowledge of German would be an asset
- Effective networking and negotiation skills, including the ability to engage with high-ranking officials
- Proven ability to work under pressure and with deadlines,
- Other: IT skills; readiness to travel frequently within the country (and occasionally outside) and flexibility/readiness to work outside “normal working hours” when required
